Dr. Steven Killion, DC, BS- CEO & Co-Founder
Dr. Steven Killion is a healthcare leader whose career spans chiropractic care, healthcare administration, consulting, and integrated treatment program development. He earned his Bachelor of Science and Doctor of Chiropractic (DC) degrees from Palmer College of Chiropractic in 2009. Shortly after graduation, he opened his chiropractic practice in Eagle, Idaho in September 2009. He later expanded into Meridian, Idaho, growing the practice to include functional medicine services, nurse practitioners, and massage therapy—building a multidisciplinary model focused on comprehensive patient care.
In November 2016, Dr. Killion sustained a hand injury that forced him to close his practice, as his chiropractic services were the primary financial driver while the additional providers were still building their patient base. Following this transition, he relocated to Idaho Falls, Idaho, where he entered the assisted living sector. There, he became a Licensed Administrator in the State of Idaho and helped open two new assisted living communities. During this time, he developed extensive expertise in writing policy and procedures, state licensing and credentialing, Medicaid credentialing, and fire and life safety compliance for assisted living facilities.
Dr. Killion later expanded his consulting work, assisting in the development of four medical offices—two in Idaho, one in Arizona, and one in Texas—further strengthening his experience in healthcare operations, regulatory compliance, and organizational infrastructure.
He was eventually approached by a former business partner to help establish a Behavioral Health Agency (BHA) in Tacoma, Washington. Dr. Killion authored the policies and procedures and led the credentialing process for Advanced Mental Health of Washington, doing business as The Tacoma Project—a behavioral health agency delivering wraparound services to individuals experiencing homelessness and other vulnerable populations.
Passionate about serving underserved communities, Dr. Killion co-founded the organization and played a central role in building its clinical and operational foundation. As of January 28, 2026, he assumed full ownership of the company. The agency has since been rebranded as The Stability Project, reflecting its continued commitment to providing comprehensive, stability-focused care and long-term solutions for those in need

Julia Watkins - Administrator
Julia Watkins is a dedicated healthcare professional with a strong clinical and administrative background spanning more than 15 years. Since entering the healthcare field in 2009, she has served in a variety of roles including CNA and EMT/LPN-level positions, gaining valuable hands-on experience in direct patient care. Her career has evolved into healthcare administration and regulatory compliance, where she combines operational leadership with a deep understanding of frontline service delivery.
Julia’s experience includes working in hospital settings, where she supported multidisciplinary teams in fast-paced, high-acuity environments. There, she developed strong clinical judgment, attention to detail, and the ability to remain calm under pressure while advocating for patient safety and quality care. Her time in the hospital environment strengthened her understanding of coordinated care, discharge planning, and the importance of seamless communication across providers.
She also served in the fire station setting, contributing to emergency response and pre-hospital care operations. This experience sharpened her crisis response skills, adaptability, and commitment to serving individuals during some of their most vulnerable moments. Working alongside first responders gave her a unique perspective on community health needs and reinforced her dedication to compassionate, service-driven care.
Now serving in the behavioral health field as Facility Administrator at The Stability Project, Julia brings together her clinical, emergency response, and administrative expertise to support both clients and staff. She understands the complexities of behavioral health systems and works diligently to ensure compliance, operational excellence, and a welcoming environment for those seeking services.
Recently, Julia further advanced her professional expertise by completing her billing certification, strengthening her knowledge of healthcare systems, reimbursement processes, and regulatory standards. She has served diverse populations, including individuals with special needs and those experiencing homelessness, always bringing a compassionate, people-centered approach. Julia truly loves serving the community and approaches each day with enthusiasm, heart, and a genuine commitment to making a difference.

Dr. Marchell Spielmann (Rene), ARNP, PMHNP-BC
Dr. Rene Spielmann is a seasoned medical professional and Psychiatric ARNP with many years of experience in the Behavioral Health field. Her knowledge spans the full continuum of care, from hospital-based settings to outpatient practice environments, giving her a comprehensive understanding of both acute and long-term mental health treatment. She brings clinical excellence, sound judgment, and a patient-centered approach to every individual she serves.
Dr. Spielmann has proudly served our country in the military, an experience that further shaped her leadership, resilience, and deep commitment to caring for others. Her service reflects her strong sense of duty and compassion—qualities that continue to define her work in healthcare today.
In addition to providing direct psychiatric care, Dr. Rene serves as Clinical Supervisor for the Mental Health Department at The Stability Project, also known as Advanced Mental Health of Washington. In this leadership role, mental health providers lean on her extensive expertise, clinical insight, and thoughtful guidance to ensure each client receives the highest standard of care. She is deeply invested in mentoring her team, supporting sound clinical decision-making, and fostering a culture of compassion and accountability.

Nancy Blackman - SUDP Clinical Supervisor
With more than 25 years of experience in substance use treatment, Nancy Blackman, SUDP, MAC, brings exceptional clinical expertise and leadership to her work. She has served in diverse settings ranging from correctional facilities to outpatient programs, developing a well-rounded and deeply informed approach to care.
Today, she mentors and supports clinical teams as Clinical Supervisor at The Stability Project, also known as Advanced Mental Health of Washington, continuing her longstanding commitment to high-quality behavioral health services.

Kassondra Conklin
Kassondra Conklin is a dedicated and compassionate professional with The Stability Project also known as AMHOW or Advanced Mental Health of Washington, where she plays a vital role in supporting individuals involved in the jail system. In her position, Kassondra works closely with clients to help them navigate their care and connect with outside agencies for essential Behavioral Health services. She is committed to ensuring that each client has access to the resources and support they need to move forward successfully.
In addition to coordinating care, Kassondra oversees all court-related matters for the clients she serves. She does an outstanding job guiding individuals through complex legal processes, helping them understand requirements, meet obligations, and resolve court issues effectively. Her knowledge, attention to detail, and steady support make a meaningful difference in her clients’ lives.
Kassondra also serves as a lead for the peer team, providing day-to-day guidance and mentorship to help peers navigate client care. Her leadership, professionalism, and genuine dedication to service strengthen both her team and the community they serve.

Ronny Brown
Ronny Brown is a compassionate and seasoned professional with over 30 years of experience dedicated to helping every client succeed. He provides exceptional support and care, bringing a deep understanding of the unique needs and challenges our clients face. His client-centered approach ensures individuals feel heard, supported, and empowered throughout their journey.
Ronny oversees our Supportive Housing and Supportive Employment programs at The Stability Project, also known as Advanced Mental Health of Washington. In this role, he works closely with individuals to secure stable housing and meaningful employment, helping them build a strong foundation for long-term success. He also utilizes foundational support services, including Wellpoint resources, to ensure clients receive the practical tools, guidance, and advocacy they need to achieve independence and stability.
